Sounds like they may not have removed the vent extension when they crammed the plastic tank in. Not sure if anyone makes a replacement 15 gallon metal tank.

If a 2014 JK doesn't run already, you probably made a poor choice. Unless you paid a few hundred dollars for it. A 10 year old Jeep that's been sitting because it doesn't run has big problems written all over it.
