Front axle not engaging

How do you know for sure? Possibilities are a broken switch on the T case, a cracked or broken plastic vac line or a frozen CAD collar. Time to dig in.
 
Correct. Upon further investigation it appears previous owner(butcher) cut/damaged a bunch of vacuum lines while attempting a nutter desmog. I have it fudged for now-Will see if I can plow snow today which requires front axle engagement.

Can do the posi lock cable fix or delete the two piece front axle shaft altogether if desired. The cable is the ideal method to keep the driveshaft from spinning on normal road driving, but kind of sucks having that cheesy large knob on the dash.
 
For a short time I tried locking it with a poly bushing which holds the fork in the 4WD position. It worked great but later on I decided to just replace the vacuum motor and have it work as it should.
