45 mph top speed after rebuild carb

Do you have a fuel pressure test kit? The fuel pressure should be between 3.5 to 5 psi. Any more and it will flood the carb and run like you describe.
If you don't have a pressure test kit, you can probably find a free loaner from an auto parts store like AutoZone.

Are You getting full gas pedal? Is it sputtering or surging and smoking black smoke out the tail pipe. Is it backfiring up the carb. Did you mess with the timing?

Its blowing a little black smoke and just before changing gears the rpms are high for each gear it starts sputtering till i shift the its good till next gear rpms out in 5th it sputters alot
 
Its quite possible the carb is bad. Id for starters pull a plug and post a picture of it, I bet its black with soot. Its sounds like you running way to rich, and if so its washing down the cylinder walls of that new engine and doing it no favors. I cant say I'm familiar with the 89's specifically, but after 4 late CJ's I know the emissions and carbs are or can be pretty pissy to sort out. Is the return on the filter hooked up? is the line plugged? you running a FPR?
