I’ve replaced the rubber seal on the tailgate and I’m finding that the striker needs to move rightward in order to line up with the latch. I installed a new striker a few months ago and it came with one washer, but the parts catalog shows three (all discontinued of course).

Can I just use any steel fender washer of similar diameter to shim the pin outward?

Yes, whatever thickness you need.
 
I found grade 8 1/2” flat washers in a 3-pack at Lowes; two washers fit the bill.

Now the tailgate is solid and quiet; definitely recommend new seals if the existing one is old.
