Oil blowing out of dipstick tube

I have a 1987 YJ 4.2L. I have excessive oil residue coming out from the dipstick tube. The tube is good. Oil is not overfilled. PCV valves are good. For some reason I have oil all over the rear passenger side of the engine. I'm thinking of adding a twist on vent at the oil fill hole on the front of the valve cover. Any thoughts on what could be the problem?

Do you have a way to check your compression in each cylinder? You may have a surprising amount of blow-by gasses.
