Help with high revs before shifts

I have 94 yj with the 2.5L
Currently I’m having trouble with shifting I’ll rev up and start in first but it wants to go to high I end up in fourth at 30 mph.
Not really sure what could be the issue new idle air control valve and tps. Cleaned the throttle body
New plugs wires and distributor.
Fresh oil and heat oil in trans.
New throttle body maybe what could be causing hi revs
 
I don't know about automatic transmissions but out of curiosity I found this on DeadJeeps
"Wrangler 4cyl, 2.5 automatic transmission in great shape. Comes with the torque convertor. This has been tested and shifts perfectly. It will fit 94-95 only because the electronic torque converter is controlled by the ECU and 91-93 are manual lock ups and controlled by RPM. "

Possibly an ECU problem?
