Can I cap purge signal port on evap canister

Not running the computer emissions anymore. I have a vacuum
Line coming in from fuel tank to first port closest to firewall. Second port is going out to tee w pcv back into carb. Third is purge port. I don’t have a CTO switch or any of that bc the PO started the process of eliminating stuff. I went full hei and mc 2100 to finish it and simplify. Just wondering if I can and if I should cap the raised up purge signal port so I don’t get a vac leak. Will canister still work ok and deal w my fumes
 
Reading chapter six of Haynes manual seems to indicate that the cto ensures it only empties the fumes back to the carb when the coolant temp gets to 70+. So will mine not empty or will it constantly empty this possibly making it run a little tougher on cold start. I want to keep it to keep fumes lower for stink moreso than emissions.
