Try getting a new cps. If it does not help, return it or keep it as a spare.

I believe o’reilly has stock Monroe shocks.

Make sure you tighten the manifold bolts to spec and ensure none are missing. Tightening mine up did wonders for the fuel mileage

Spray the bolts with pb blaster, wait overnight and then try to take them off. If this does not work apply heat….once you have them out replace with conventional bolts

Also double check that the radiator cap is seated properly and tightened.

If you have a hard top and doors, take them off and sell them separately. Sell the rest of the Jeep as is.

Try tightening all manifold bolts to spec, this might clear up the code 51.
