What would be a fair price for fixing this 1995 Wrangler with rusted frame?

OK, here I am.
A friend with a frame rusted through under the spring hangers.
Axle stops nonexistent.
Fuel tank skid plate and hangers, a thread of what they should be.
Shock mounts are gone.
The body mounts are like stacked potato chips of rust.
I can not do this for free. If he buys all the required parts, what would be a fair price in this day and age?

I fix Ventracs at 100 an hour, but this is a close friend.
I am a certified welder to boot so that is not an issue.
What would be a low-end price for body mounts, plating the frame rails, and rebuilding the shock mounts?
He has already bought most of the parts, (top quality, not crap).
I don't mind helping a guy out, but wow, this is a lot of work to be done, right?
As a side note, my home was destroyed during Helene, I am in a condemned house but ok and safe with my steel mods for a while.
Not too many carpenters use 4-inch angle iron to support a broken roof..lol
My shop, other than the 9-foot retaining wall 20 feet next to it collapsing, was not touched.
Anyways, you guys that know where I am at, it would be nice.
Thanks in advance for sharing,
This is one I can't do for free way too much rust.

Yeah, your friend needs to find a good frame. Even then, swapping it over may be challenging when it comes time to unbolt the tub due to the way the body mount bolts are captured with square nuts inside floor pan hat channels. How is the body and tub itself? It may be a waste of time to salvage anything if the tub is gone as well. In that case finding a solid, engine-less ride or a non-running donor would be the way to go.
