Pulled PCV valve off and saw major sludge buildup in valve cover, is this normal?

I have been getting terrible MPG (like 8-10 mpg) on my 2.5 1993 Jeep Wrangler. I was looking for vacuum leaks, because it has been running kind of rough, and I decided to pull my PCV valve out to see it. The inside was caked with gunk, and I will link a picture of what the inside of the hole looked like in the valve cover. Is this normal? There is also barely any oil on my dipstick and I topped it off like 300-500 miles ago.

You need to pull the VC and get all the crap out of it. There is a baffle plate in the VC that will never come clean from the top side picking away at it. Far as 8mpg, Id say you have something else going on. My 4 bangers always got 16 or so mixed driving with 31's.

With all that gunk in the valve train the oil ports that allow the oil to drain back to the pan are probably clogged up. That's a serious problem because it can cause the pump to starve for oil. That generally happens because of lack of oil changes, if not by you then a previous owner. It needs to be cleaned out immediately or you will experience engine failure. I know from experience in my younger days!
