Head swap or full engine swap?

I'm trying to decide what to do with my 89 YJ, it has a Howell EFI in it right now. But I moved back to California now and it's not california smog compliant now. I've been mulling over a few different options.

I could do a header swap to a 4.0 head bringing over the EFI, which I *think* will bring it into compliance. Or do the same with the whole 4.0 engine. I could revert back to carb.

And lastly the truly heinous and ridiculous one would be going EV conversion and swapping out the engine for a Leaf electric motor mated to the automatic transmission. But that would be a much bigger more expensive project. But maybe fun and worth it.
 
My experience with CA smog has been terrible. I would keep it in your garage for a year, see if the “Jay Leno” law passes and if it doesn’t sell it in your prior State.

That's probably the best plan honestly. Maybe I'll just renew the out of state registration for this year. 😅

Another option i forgot to mention is I need to check which parts on the Howell EFI need to be swapped to be california compliant.
