wiring issue

I have a 2.5L 1995 manual yj and when I let off the gas petal the engine seems to stop for a second and it jerks. I went to test the TPS and the sensor wire reads 5 volts. The sensor wire reads 5 volts when plugged into the tps and when unplugged. The TPS is bad so im going to buy a new one but...
