1995 YJ 2.5 high idle

Cranks and idles fine for @3-4 minutes. Then idle creeps up to @1500 rpm. Cleaned TB and replaced IAC. Did a smoke test and replaced some old vacuum lines. Sprayed 2 cans of cleaner looking for leaks. Still same issue. Brought to shop and they think maybe elec issue. Of course they want $1k to continue T/S. Just paid $200 for diag. Thought I would try a few things first. No codes. Other than idle issue, all runs well. Any help would be appreciated.
I was able to get codes today and got 13 and 25 which is possible IAC and Map.

no leaks on manifolds. jeep has @ 200k miles. Sure looking like an electrical issue with these codes. Going to test Map sensor today.

Map code cleared and did not return. Does anyone know what voltages should be on IAC connector?
