While testing with a gas meter, I realized that by releasing the vacuum line, I was able to significantly reduce the CO2. Does this make sense to anyone?

Have to assume the car was imported without an oxygen sensor. So I have to focus on reducing CO2. Any ideas? I've checked the 1990 FSM and there's nothing related to this case.
