    The problem with shorting it is that the dash lights are off of the constant battery bus, not the switched ignition. If you shorted it, your lights would be on, even with the car off. If you want to have the lights on, find a switched ignition source and splice that to your output to the dash...

    10v is a low voltage for a battery, especially a newer one. See if you can get it charged up, and then get an amp meter on it and see if you have a draw with the car off.     I would pull the harness to the tail lights, have someone press the brakes, and make sure you're getting voltage to the tail lights on the brake light wire. If not, then either that new switch is bad, or there is a break in the wire.
