This. I've cut apart what looked like "ok" battery cables on the outside but the insulation was basically holding a tube of corrosion together. The cables would pass enough power to run accessories, turn on lights ect but when asked to carry the hundreds of amps needed to turn an engine over they weren't up to the job. Unless you've personally replaced your battery and ground cables in the past 5 or 6 years I would go ahead and do that and see if it fixes your issue. An at rest battery (one that hasn't had a charger or alternator charging it for 30 or so minutes) should be around 12.6-12.8ish volts. 12 volts is basically dead. The 13.8 to 14.5 mentioned above is what you should see at the terminals when the engine is running. Get your multimeter and get your at rest voltage. Then using a helper, turn the key to "start" and have the helper read what they're seeing off of the multimeter. Anything less than 10V during starting, and you need to start looking for a new battery.
