Throttle position sensor

I have a 2.5L 1995 manual yj and when I let off the gas petal the engine seems to stop for a second and it jerks. I went to test the TPS and the sensor wire reads 5 volts. The sensor wire reads 5 volts when plugged into the tps and when unplugged. The TPS is bad so im going to buy a new one but what issues could cause the sensor wire to read 5 volts. I assume the jerking is because the tps is reading a lot higher than it should, it reads 5 with no throttle then with a tiny bit of throttle it goes to 2 volts. And as you increase throttle it jumps up and down. And when you let go of the throttle it goes from 2v to 5.
 
not sure about volts, but the jerking could be it needs a good cleaning. when was your plugs checked last for gaping?
 
Forgive my limited knowledge, this jeep is my first vehicle, I got it back in May and I've not had much help fixing it up. What plugs are you referring to?
