Stock windshield wiper size?

Hi everyone, I’ve got a new to me ‘91 YJ and love it. I live in Hawaii so windshield wipers are almost a daily need for me right now. I realized the previous owner aligned the blades flat and out of view which doesn’t give great coverage. I’m going to be moving them back up some. I’d like to replace the blades which are currently 12 inches. As I’m looking online, I’ve found many sites that say a 16 inch blade is standard. That seems really long compared to what I have now. Which one is stock? And if I realign my blades back to the stock position what size blade should I use? Thanks and am glad to be part of you all!

They moved the wiper blades? That’s sacrilege. They might as well added round headlights while they were at it.
 
My 1989 YJ, Base model, came with 11" wiper blades. Now here's the kicker:

I have a new delay wiper stalk that will not fully rotate in the steering column. The module was added under the dash. I found a blurb somewhere that states that in 1989 some YJs used GM steering columns. True?

Low, high, mist and washer functions work fine...I just cannot get the delay function to work? Is there a retrofit kit to fix this in the steering column?
