No crank, power to dash

Good afternoon, I am trying to properly troubleshoot my dad's jeep for him. It's a 1987 V6 4.2 with howell efi kit installed. He claims he was driving it one day shut it down to never start again. He the start messing with starter solenoid wires.

From there i found the starter solenoid wires were wired incorrectly, I corrected it and the jeep cranked but it just won't turnover. I will list the parts i changed out trying to chase a possible ignition issue. The carb was shooting fuel as i took the filter off to witness the fuel spray out into the carb at a steady stream. All fuses were checked after each failed attemped at cranking the jeep.

Parts i changed chasing this gremlin

battery read at 12.3-12.5

Checked the fuses and relays with a tester for everything in the engine bay

-Ignition lock cylinder
-Spark plugs
-Distributor Cap/Rotor
- Distributor pickup coil
-ICM
-AutoZone Starter Solenoid
-Ignition switch at steering column ( I laters adjusted the switch to bring it upwards towards the steering wheel, thinking it wasnt engaging.
-Negative Battery Terminal
-Positive cable to Starter Solenoid

I cleaned all grounds from the engine. I did read for continuity and ohms from the starer to the solenoid it checked good. Same with the Engine block to the negative battery post.

Took the starter to autozone to test it, everything checked good.

I'm lost, I haven't jumped the starter yet with a screwdriver Stright to the solenoid. Going to try that this week.

Does anyone have any ideas? Am i missing something?
