Extremely loud whining noise

Just got a 1995 YJ 2.5L a couple months ago and a few weeks ago an extremely loud whining noise started when I would let off the gas. The Rpms shoot up to 2500 to 3000 when i push in the clutch or am in neutral, Every time I press in the clutch, let off the gas, or I am not accelerating quicking my jeep is screaming for its life. I cant find much on what it could be. About a week ago the noise disappeared and didnt come back for 4 days.
 
Either the IAC, throttle cable/linkage or a worn and hanging up TB are potential causes of the high RPM problem. Hard to say on the whining noise. Is it coming from under the hood? Just the engine screaming at 3K rpm? A slipping belt due to a massive alt load, bad bearing on a W/P or power steering pump issue. In my 45 years of driving Ive never see more hacked up vehicles than the dozen or so Jeeps Ive bought. No telling what some DB did to it before you bought it.

The whining is coming from under the hood it sounds like its coming from around the power steering pump but I wouldn't imagine it would be the PS pump because its loudest when I let off the gas or am in neutral rolling down a hill or press in the clutch. My car knowledge is very limited as this is my first vehicle. You said massive alt load i dont really know what that means but I do know the alternator is more powerful than the factory standard.
 
Sometimes a alternator is loaded and recharging the battery after start up the belt can slip making a screetching sound. Typically it only lasts a maybe 10- 15 seconds. Sounds like you might have a power steering pump issue.

My advice for new jeep owners is dig in and learn how to fix it cause it will break. Lots of infor here and lots of helpful owners around. If you have no interest in mechanical fixes abilities buy something else or have a lot of expendable income. Go to harbor Freight and buy one of their $12 stethoscopes. They work wonders for pin pointing the sources of noises like bad bearings.
 
Update: the intake manifold somehow someway was missing bolts. Replaced them and the whining noise and super high rpms are gone. Hallelujah. My muffler just broke but once I get that replaced it'll be a nice ride.
