No clue how that could have happened but the fix is either having that piece welded back on or getting a new bracket (unless that's part of the block itself).
Never seen that happen before. Wonder if the bearing in the pulley locked up and the momentum of the belt continuing to run broke the pulley and the ear off of the bracket?
Regardless, it's not too bad of a fix. Get an alternator/compressor bracket off eBay, a new idler pulley and call it good.
