My '91 YJ headlights malfunction but the high beam works. the fuses are ok, but unsure if there is also a relay somewhere. Or should i suspect the steering column? Anyone any thoughts?

There is no relay. My guess is bad wiring from the dimmer switch to the headlight on the low beam wire somewhere. Headlight power flows from the battery to the headlight switch, from the headlight switch to the dimmer switch, and then the dimmer switch to the headlights on either the low beam or high beam wire depending on what you have selected.

My buddy's ford ranger had both low beams burn out at the same time. Uncommon but not unheard-of.
