Cracked sheet metal at seat mounts; does this need to be welded

I'm removing everything from the floor of the interior, and found cracked sheet metal by the two rear driver's seat mount bolts. There's no real rust in the area, although I can't see the underside of one of them very well because the hole is recessed inside a reinforced box.

The left-rear hole looks cracked on two sides, and the right rear hole looks cracked on one side.

Is this important to repair? I haven't done any welding yet but I figured there would be a time to start learning.

The passenger side in my 91 was cracked like your pics. It clicked everytime I hit a bump when somebody was sitting on that side. Drove me nuts. Yes, drill the ends of the cracks to prevent further cracking and weld it up.
