Steering bracket?

Hi, I have checked but can't find a specific nod to this thing... what is the flat bar in between the joints on the right driver side of my steering? What does it do folks? Do the joints look OK as well? Thanks all!

The split tube collar with two nuts and bolts can be rotated to adjust the front wheel alignment.
The flat bar keeps the split tube from rotating if it and throwing off the alignment
It's a locking device.
Wow, didn't have a clue. OK so basically dont touch it if your alignment is straight, which it is. Got it! But also helpful to know if I need to align the wheels. Thanks a lot!

That flat bar will lift up and out of the way but you'll probably need some penetrating oil on everything to get them to move.
