I'm looking to get a set of off road dedicated 33x12.50x15 tires, and was looking at 8" wide wheels with 4" backspacing (0 offset). Assuming no body parts are in the way, will 4" backspace wheels alow me full lock turn with 33's?

I believe 4" will rub sometimes, esp with a 12.5 wide tire. Just do the washer under the steering stop fix, it will fix it and won't hurt the turn radius in a noticeable amount. You're better off doing that than backspacing them further out which decreases handling simply to fix a minor rub.
I doubt you will have issues with rubbing body parts, if any rub it will likely be the springs, at the backsides of the tires IIRC.
